About the GPL

Overview
The Gauteng Provincial Legislature (GPL) has the authority to make laws for the Province of Gauteng. Through a democratic and transparent process, the GPL debates, amends and passes legislation that promotes good governance, service delivery and the well-being of all people in Gauteng.
The law-making process ensures that proposed legislation is carefully considered, informed by research, public input and expert advice before it is passed into law.
How a Bill becomes a law
A Bill goes through a number of stages before it is passed into law:
A Bill is introduced in the Legislature.
The Bill is referred to a relevant committee for detailed examination, public input and stakeholder engagement.
The Bill is debated in the House, where Members propose amendments and vote on the Bill.
Once passed, the Bill is sent to the Premier for assent (signing) and is then published in the Provincial Gazette.
After publication, the Act comes into effect on the date specified in the Act.
Public participation
Public participation is a key part of the law-making process. The GPL invites citizens, organisations and stakeholders to submit written comments, make presentations and participate in public hearings on proposed legislation.
